Israeli settler seeks to beat Netanyahu in primary (AP)

JERUSALEM ? A hard-line Jewish settler who wants to pay Palestinians to leave the West Bank and Gaza is running against Israel's prime minister in Tuesday's party primary election.

Moshe Feiglin has little chance of defeating Prime Minister Benjamin Netanyahu, but he could deliver an embarrassing blow to the country's leader in his fourth try for leadership of the Likud, none of which have had a realistic shot at success.

Experts say Feiglin could get a third of the vote in the closed party primary, reflecting the view of hard-liners that Netanyahu, despite his uncompromising worldwide, is not hawkish enough.

"I am providing an alternative," said Feiglin, 49. "The world expects ... much more than creating a terrorist country right in the heart of the land of the Bible," referring to a Palestinian state in the West Bank.

Israeli nationalists believe the West Bank must remain under Israeli control for religious and security reasons. Though Netanyahu backed that view for years, his movement has edged toward compromise in recent years, and Netanyahu himself has accepted the concept of creating a Palestinian state.

Feiglin founded a nationalist movement that blocked highway intersections around the country in 1995 to protest partial peace accords between Israel and the Palestinians, and he opposes further peace talks.

Feiglin proposes annexing the West Bank, retaking Gaza ? Israel withdrew in 2005 ? and bolstering a Jewish majority by offering emigration incentive packages of $350,000 to each Arab family in the West Bank and Gaza Strip.

Such extreme positions have the backing of a small but noisy minority of Israelis.

Netanyahu called the snap leadership primary in his Likud Party a year ahead of schedule, raising the possibility of an early general election later this year.

Netanyahu is so popular that no Likud Cabinet ministers or lawmakers dared challenge him, leaving Feiglin as the only other candidate.

Feiglin has steadily gained support over the last three times he has run for Likud party leadership ? from winning 3.5 percent of the vote in his first campaign nine years ago, to scooping up nearly a quarter of the vote in 2007.

Analysts are divided about how the underdog would affect the ruling party.

Avraham Diskin, a Hebrew University political scientist, said the stronger Feiglin performs in the primaries, the more Netanyahu will strive to portray a moderate face to the party by endorsing less hawkish lawmakers around him, he said.

"It doesn't look like (Netanyahu) will give in to the extremists," Diskin said.

Analyst Yaron Ezrahi says if Feiglin wins more than 30 percent of the votes in the primaries, it could push the Likud party's base further right politically and weaken Netanyahu's claim that the ruling party represents the majority of the nation.

"It's very serious. It hurts the Likud's image," Ezrahi said. He called Feiglin's camp an "embarrassing minority" for Netanyahu.

Feiglin's expected gains in Tuesday's primaries come as religious nationalists are preparing for a showdown with the government over plans to evict the unauthorized Migron settlement, which the government says was built on unlawfully seized land from private Palestinian landowners in 2001.

Hard-line lawmakers are threatening to bolt Netanyahu's coalition if Migron is dismantled, and Feiglin's campaign could add more pressure to Netanyahu to find a solution that will satisfy the settlers.

"Netanyahu is fighting a war of survival. But there is no survival without a vision," said Feiglin. "He is losing credit."

Mary Tyler Moore honored for lifetime achievement (AP)

LOS ANGELES ? Mary Tyler Moore made it after all.

The 75-year-old actress, who as Mary Richards "turned the world on with her smile" in her groundbreaking 1970s sitcom "The Mary Tyler Moore Show," received the lifetime achievement award at Sunday night's 18th annual Screen Actors Guild Awards.

"MTM. There's probably not a person in the civilized world who doesn't know what that means," said Dick Van Dyke, her former co-star in the equally appealing 1960s sit-com "The Dick Van Dyke show," as he introduced her.

He noted Moore's achievements as an Oscar-nominated actress, a dancer and a Hollywood executive whose MTM Enterprises has produced several other hit TV shows.

As she accepted her award, Moore revealed how the civilized world almost never did hear of MTM, who was told in the opening theme song of her show each week, "You're gonna make it after all."

When she entered show business at age 18 in 1955, Moore said, there were already six others Mary Moores in the Screen Actors Guild.

Told to change her name, she quickly added Tyler, the middle name of both her and her father, George.

"I was Mary Tyler Moore. I spoke it out loud. Mary Tyler Moore. It sounded right so I wrote it down on the form, and it looked right," she said. "It was right. SAG was happy, my father was happy, and tonight, after having the privilege of working in this business among the most creative and talented people imaginable, I too am happy, after all."

Before the awards show Van Dyke had stopped on the red carpet to remember working with Moore on his show.

"She was 23 and had never done comedy. I never saw somebody pick it up so fast. I still have a crush on her," he said.

The show's audience, including Moore's former co-star Betty White, showered both her and Van Dyke with standing ovations, leading Van Dyke to remind them, "I'm just a presenter."

Van Dyke and Moore were so believable as husband and wife Rob and Laura Petrie on "The Dick Van Dyke Show" that many viewers thought they were married in real life.

As Laura Petrie, Moore also turned Capri pants into a fashion trend during the show's run.

Van Dyke noted they fit her so well, which created such a concern during that more conservative era, that she was limited to wearing them in only one scene per show.

NHL All Star Game 2012: Team Chara Beats Team Alfredsson 12-9

OTTAWA ? Marian Gaborik made New York Rangers teammate Henrik Lundqvist pay for not selecting him to play for Daniel Alfredsson's team in the NHL All-Star game.

Gaborik beat Lundqvist twice in the first period, finished with three goals and an assist, and earned MVP honors in leading Team Chara to a 12-9 win over Team Alfredsson on Sunday.

Tim Thomas made 18 saves in the final period, and extended his record by winning his fourth All-Star game.

Chara, with the eventual winning goal, Marian Hossa and Corey Perry broke the game open by scoring three times in a span of 1:22 that put their club ahead 11-8 with 6:34 remaining.

Despite the loss, Alfredsson rewarded his hometown fans by leading his team with two goals and an assist. The Senators captain also hinted afterward that he is considering coming back for one more season.

In an interview broadcast on the arena's scoreboard, Alfredsson was asked about his future.

With a smile on his face, and fans cheering his name, Alfredsson said: "Fifty percent yes, and my wife's going to have to decide the other 50."

Henrik Sedin had a goal and two assists for Team Alfredsson.

Gaborik became the 16th player to score at least three goals ? one short of matching the record ? in the All-Star game, and first since Rick Nash had three in 2008.

The outcome was decided in the final period, in which Team Chara outscored Team Alfredsson 6-3.

Hossa broke an 8-8 tie by scoring on a partial breakaway after being set up by Pavel Datsyuk with 7:56 left. Settling the puck, Hossa stopped in front and then backhanded a shot past Brian Elliott.

Chara gave his club a 10-8 lead when Gaborik fed him a perfect pass into the middle for a snap shot past Elliott.

For Team Chara, Hossa and Jarome Iginla had a goal and two assists, and Joffrey Lupul scored twice.

Daniel Sedin, John Tavares, Jason Pominville and Milan Michalek had a goal and assist each for Team Alfredsson.

Team Chara got off to a fast start, building a 3-0 lead on Gaborik's second goal 9:51 in. The club was so dominant that it was leading 2-0 before Alfredsson's team got off its first shot.

Gaborik certainly enjoyed getting the best of Lundqvist. After scoring his first goal on a give-and-go with Datsyuk, Gaborik circled the net dropped to one knee and pointed his stick at Lundqvist while pumping his fist.

Lundqvist jokingly lamented about being beaten three times on eight shots, including twice by his Rangers teammate.

"There's been a lot of trash talk, but it feels like it's game over already," said Lundqvist, who was wearing a microphone during the opening period.

Lundqvist was Alfredsson's assistant captain, and had a hand in the team's drafting philosophy on Thursday.

Team Alfredsson rallied to tie the game at 3 before the first period was over. But they didn't get their first ? and only lead ? until Alfredsson scored twice during a 1:31 span to put his team up 6-5 with just under four minutes left in the second.

His first goal came on a great individual effort in which Alfredsson, dragging the puck behind him, split defensemen Kimmo Timonen and Ryan Suter, and flipped a shot that sneaked inside the right post to beat goalie Carey Price.

Alfredsson's second goal came on a wonderful passing play courtesy of Daniel and Henrik Sedin, whom Alfredsson was looking forward to play with when he drafted the twins. Henrik Sedin drove up the left wing, fed a pass through the crease to his twin brother, who then redirected to the high slot, where Alfredsson slapped it home.

Price allowed three goals on 14 shots, and had lamented the All-Star game's lack of defense during the first intermission.

"I feel like being a lamb getting led to slaughter," Price said. "I'm must be holding on for the ride today and hope I don't get lit up too bad."

The game was missing the NHL's most high-profile stars in Sidney Crosby and Alex Ovechkin. Crosby has been limited to playing just eight games this season as a result of a concussion, and has also been diagnosed with a neck injury, making it unclear when or if he will play at all this season.

Ovechkin backed out last week after the NHL suspended him three games for an illegal hit.

The game featured 17 first-time All-Stars, 10 playing on Team Alfredsson. Team Chara's roster had the edge over Team Alfredsson in combined games played (10,227-8,425, not including goalies), career goals (2,850-2,286) and career points (7,394-6,164).

Steven Stamkos was awarded a penalty shot with 3:27 left in the first period after he was tripped up by Dion Phaneuf.

On the penalty shot, Stamkos ? who leads the NHL with 32 goals ? attempted the same spin-around move he used to beat Price in the skills competition on Saturday night. Howard didn't bite on Sunday, holding his ground and hugging the post to stop Stamkos' attempt.

It was the second penalty shot taken in an All-Star game. The other was last year in at Raleigh, N.C., when Colorado's Matt Duchene was stopped by Lundqvist.

Trade cheats beware: new U.S. team will come after you: Kirk (Reuters)

DAVOS, Switzerland (Reuters) ? A new team of U.S. trade enforcers will make countries think twice about putting up unfair barriers to American exports, President Barack Obama's top trade official said.

U.S. Trade Representative Ron Kirk told Reuters that the team, announced by Obama last week, will include intelligence officials as well as representatives of other agencies in order to beef up U.S. resources and crack open markets.

"We want to make sure we aren't resource-constrained. Other countries know our budget and our resources ... and so they'll game the system because they know that we're very discriminating on which cases we make," Kirk said in an interview.

"We don't want them to make ... that bet that we don't have the resources to come after them if they're intentionally and unfairly discriminating against American exporters," Kirk said, speaking on the sidelines of the World Economic Forum in Davos, Switzerland.

He did not identify countries that could attract the attention of the unit, but Obama is under pressure to show business and voters he is taking a tough stance against China.

Republican presidential candidates have slammed Obama's handling of Beijing ahead of November's elections.

The U.S. trade deficit with China is expected to have hit a record of about $300 billion in 2011. Obama has set a target of doubling total U.S. exports between 2010 and 2015.

Kirk's office negotiates and enforces trade deals. But it has only about 250 employees, which could tempt countries to think they can flout world trade rules, Kirk said.

"This (the new unit) will provide a much better tool basket and put more bodies in terms of being able to develop some of these cases and gather the intelligence that is necessary to take some of these complex matters before the World Trade Organization," he said.

"There will be additional people, some additional resources," Kirk said without providing details of any extra funding for the unit.

FOCUS ON COLLABORATION

Obama announced the team during his January 24 State of the Union speech in which he said the United States needs to do more to tackle unfair foreign trade practices and rebuild American manufacturing.

As well as officials with the Commerce Department, which Obama is proposing to close as part of a government streamlining, customs personnel will also work with the unit, Kirk said.

"Even some of the intelligence agencies will be working collaboratively together" on the project, Kirk said.

Obama said last week his administration was more forceful than that of his predecessor in the White House, George W. Bush, in challenging other countries at the World Trade Organization.

Washington has filed six WTO cases since Obama took office in January 2009, five of them against China. Bush brought seven cases against China in his two terms although for most of his first year in office, China was not yet a member of the WTO.

U.S. trade officials say their main complaints against China are barriers to its agricultural and services markets, discriminatory industrial policies and weak intellectual property rights protection.

Kirk told Reuters in the interview, which was conducted on Thursday, that his office would lead the team.

Trade is likely to be high on the agenda when Obama hosts China's likely next leader, Vice President Xi Jinping, at the White House on February 14.

China has complained about anti-dumping duties applied to its exports to the United States and about restrictions on Chinese companies seeking to invest in U.S. firms.

Information from Australian PM's aide led to clash (AP)

CANBERRA, Australia ? A clash between protesters and Australian police that forced bodyguards to rush Prime Minister Julia Gillard out of an event appears to have been set off by information released by one of Gillard's own aides.

The aide, media adviser Tony Hodges, resigned. Gillard's office said Friday that he told someone that opposition leader Tony Abbott would be at the awards ceremony where the clash occurred. A spokesperson said in a statement that the information was passed on to indigenous-rights protesters who were demonstrating nearby.

The protesters were angry about comments Abbott made about their movement, and about 200 of them surrounded the Canberra restaurant where the ceremony was being held. Gillard stumbled as she was rushed out and lost a shoe, which the protesters picked up.

Gillard said Saturday that Hodges acted alone, and that she accepted his resignation because she considered his conduct unacceptable. She said she was upset that protesters disrupted the awards ceremony, which honored Australians for their service and courage during recent natural disasters.

Abbott on Saturday demanded more details and an investigation into what he called a "serious security breach." He told Sky News the incident appeared to be an attempt to "trigger something potentially dire for political advantage."

"Trouble was triggered and it seems that someone from the prime minister's office had a very big hand in all of that," he said.

Gillard said the suggestion that she played a role in the clash was "deeply offensive" and added that "it is absolutely typical of Mr Abbott's negativity and his tendency to go too far."

The restaurant where Thursday's clash occurred is close to the so-called Aboriginal Tent Embassy, where the protesters had demonstrated peacefully earlier in the day. That long-standing, ramshackle collection of tents and temporary shelters is a center point of protests against Australia Day, which marks the arrival of the first fleet of British colonists in Sydney on Jan. 26, 1788.

The Tent Embassy celebrated its 40th anniversary on Thursday, and Abbott had earlier angered activists by saying it was time the embassy "moved on." Abbott said Friday that his comment had been misinterpreted, and that he never meant to imply the embassy should be torn down.

The blue suede shoe Gillard lost was handed to a security guard at Parliament House late Friday and taken to her office.

Costa offers $14,460 per person for ruined cruise (AP)

ROME ? Costa Crociere SpA is offering uninjured passengers euro11,000 ($14,460) apiece to compensate them for lost baggage and psychological trauma after its cruise ship ran aground and capsized off Tuscany when the captain deviated from his route.

Costa, a unit of the world's biggest cruise operator, the Miami-based Carnival Corp., also said it would reimburse passengers the full costs of their cruise, travel expenses and any medical expenses sustained after the grounding.

The agreement was announced Friday after negotiations between Costa representatives and Italian consumer groups who say they represent 3,206 cruise ship passengers from 61 countries who suffered no physical harm when the Costa Concordia hit a reef on Jan. 13.

The deal does not apply to the hundreds of crew on the ship, the roughly 100 cases of people injured or the families who lost loved ones.

Passengers are free to pursue legal action on their own if they aren't satisfied with the deal.

Some consumer groups have already signed on as injured parties in the criminal case against the Concordia's captain, Francesco Schettino, who is accused of manslaughter, causing a shipwreck and abandoning the ship before all passengers were evacuated. He is under house arrest.

In addition, Codacons, one of Italy's best known consumer groups, has engaged two U.S. law firms to launch a class-action lawsuit against Costa and Carnival in Miami, claiming that it expects to get anywhere from euro125,000 ($164,000) to euro1 million ($1.3 million) per passenger.

But Roberto Corbella, who represented Costa in the negotiations, said the deal offered Friday provides passengers with quick, "generous," and certain restitution that consumer groups estimate could amount to some euro14,000 per passenger including the reimbursements.

"The big advantage that they have is an immediate response, no legal expenses, and they can put this whole thing behind them," he told The Associated Press.

Angry passenger Herbert Greszuk, a 62-year-old German who left behind everything he had with him, including his tuxedo, camera, jewelry, and even his dentures, told the AP before the compensation was announced that it was an issue of accountability.

"Something like this must not be allowed to happen again. So many people died; it's simply inexcusable," he said.

The Concordia gashed its hull on reefs off the island of Giglio after Schettino made an unauthorized deviation from its approved route to bring it closer to Giglio. Some 4,200 passengers and crew were hastily evacuated after the Concordia ran aground and capsized a few kilometers away near the port of Giglio.

Sixteen bodies have been recovered and another 16 remain unaccounted for and presumed dead. Search efforts for them resumed Friday as salvage crews prepared to begin extracting some 500,000 tons of heavy fuel oil before it leaks.

Italy's civil protection office on Friday released a list of some of the other possibly toxic substances aboard the cruise liner amid concerns of possible environmental pollution. They include 50 liters of insecticide and 41 cubic meters of lubricants, among other things.

But so far, even though there has been some film detected in the waters around the ship, tests on the waters indicate nothing outside the norm, according to Tuscany's regional environment agency.

"Toxic tests have all resulted negative," the agency said. "For now, there are no significant signs of sea water pollution."

The crystal clear seas around Giglio are a haven for scuba divers and form part of a marine sanctuary for dolphins, porpoises and whales.

Passengers have said the evacuation was chaotic, with crew members unprepared to deal with an emergency and constantly downplaying the seriousness of the situation. Coast guard data shows the captain only sounded the evacuation alarm an hour after the initial collision, well after the Concordia had listed to the point that many lifeboats couldn't be lowered.

Schettino has admitted he had taken the ship on "touristic navigation" near Giglio but has said the rocks he hit weren't charted on his nautical maps.

Codacons has called for a criminal investigation into the not-infrequent practice of "tourist navigation" ? steering huge cruise ships close to shore in a publicity stunt to give passengers a view of the sites.

The chief executive of Costa, Pier Luigi Foschi, told an Italian parliamentary committee this week that "tourist navigation" wasn't illegal, and was a "cruise product" increasingly sought out by passengers and offered by cruise lines to try to stay competitive.

Arab League confirms will freeze Syria mission (Reuters)

CAIRO (Reuters) ? The Arab League's monitoring mission to Syria has been frozen given the escalation of violence in the country, the Arab League said in a statement on Saturday.

"It has been decided to immediately stop the work of the Arab League's mission to Syria pending presentation of the issue to the league's council," the Secretary-General of the Arab League said in a statement.

The mission would remain in Syria, a source at the league had earlier told Reuters, but would temporarily freeze its work.

The head of the monitoring mission, Ambassador Adnan al-Khodeir, had earlier said that the General Secretariat of the league would take all the necessary procedures to protect the safety of its monitors in Syria.

Mitt Romney taxes show 'very high' charitable giving tied to Mormon church (The Christian Science Monitor)

New York ? Mitt Romney makes a lot of money. But he and his wife, Ann, also give away a significant amount of their wealth to charity and especially their church.

On Tuesday, when he released his income tax returns, Mr. Romney, a multimillionaire and presidential candidate, revealed that while he reported he made $42.5 million over the past two years, he also gave away $7 million.

While Romney is not thought of as a great philanthropist, his rate of giving is considered high. For example, in 2010 he gave $2.9 million or 14 percent of his income to charity. A typical person gives 2 to 3 percent of their income. And people who made $10 million or more typically gave 6.5 percent to charity, according to Roberton Williams of the nonpartisan Tax Policy Center in Washington.

?Romney?s rate is very high,? says Mr. Williams.

Part of the reason for the high rate of giving is Romney???s contributions to the Church of Jesus Christ of Latter-day Saints, also known as the Mormon church. According to the church, members are expected to tithe 10 percent of their income. In Romney???s case, in 2010 he gave $1.5 million, closer to 7 percent of his adjusted gross income. In 2011, he gave $2.6 million, or 12.4 percent of his income.

But Romney and his wife also gave a considerable amount of money ??? some $1.5 million in 2010 and $500,000 in 2011 ??? to other charities, mainly through the Tyler Charitable Foundation, apparently named for a street Romney and his wife lived on in Belmont, Mass. In 2010, the foundation had more than $10 million in assets. 

In 2010, the largest beneficiaries of the Tyler Charitable Foundation included the Mormon Church ($145,000), the Friends of George W. Bush Library ($100,000), and the Center for Treatment of Pediatric MS ($75,000). However, the foundation also made contributions to organizations including the US Equestrian Team Foundation ($10,000), Harvard Business School ($10,000), and Homes for Our Troops ($20,000).

In past years, some of Romney???s contributions have gone to conservative groups such as the Heritage Foundation, the Becket Fund (for religious rights legal aid), and the Federalist Society, which seeks reform of the current legal system. In 2007, he wrote a check to Citizens for Limited Taxation, a Marblehead, Mass., organization that strives to limit taxes and the size of government.

(AP) ? New York Mayor Michael Bloomberg says police used terrible judgment when they showed a film about Muslims during counterterrorism training seminars.

Bloomberg said Tuesday that police had stopped showing the movie, "The Third Jihad." It discusses extremists and their plans for establishing an Islamic regime.

Police documents obtained by a think tank at New York University say the movie was shown on a continuous loop while officers were signing in for counterterrorism training in late 2010. Nearly 1,500 officers may have seen the movie. Police originally said only a few officers had seen it.

Deputy Commissioner Paul Browne says that the movie was not approved for training courses and that the decision to play it was made by a sergeant. He said she had been reprimanded.

Seems like everyone's a photographer these days. Digital technology has put high-caliber photo equipment is in the hands of countless amateur enthusiasts. But astrophotography remains a bit more specialized. It takes a unique skill set and the right equipment to produce a stunning image of another planet or even another galaxy.

If you're among those dedicated to the art and science of astrophotography, now's your chance to see how your best work stacks up. The 2012 Astronomy Photographer of the Year competition is now accepting entries via a Flickr group.

The contest is hosted by the Royal Observatory Greenwich and Sky at Night magazine in the U.K. It's now in its fourth year. Entrants have until June to submit their work. A panel of astronomers, artists and science journalists then picks the winners.

Last year's grand prize went to Damian Peach of the U.K., who took a stunning shot of Jupiter and its moons Io and Ganymede through a 14-inch home telescope.

The competition has a number of subcategories, including an under-16 division. Details on the contest and winning photos from last year are at rmg.co.uk/astrophoto. Maybe you can be a shooting star.

FM says Syria has duty to confront armed groups

(AP) ? Syria's foreign minister said Tuesday that "half the universe" is conspiring against his country, as Gulf Arab nations withdrew from a monitoring mission in Syria because the government has failed to stop 10 months of violence.

International pressure is building on Syria, not only from the West but increasingly from Arab nations as well. The U.N. estimates more than 5,400 people have been killed since Syria's uprising began in March, sparked by the arrest of a group of teenagers who scrawled anti-government graffiti on a wall in the country's south.

Foreign Minister Walid al-Moallem on Tuesday signaled the crackdown will continue, saying in Damascus that the government will take any steps necessary to defend against chaos. Activists, meanwhile, reported more violence nationwide Tuesday, with more than 15 people killed and possibly many more.

Syria has claimed that armed gangs acting out a foreign conspiracy are behind the revolt, not protesters seeking change in one of the most authoritarian states in the Middle East.

"It is the duty of the Syrian government to take what it sees as necessary measures to deal with those armed groups that spread chaos," al-Moallem said during a televised news conference.

He also said it was clear that some Arab countries have joined the conspiracy against Syria ? a clear reference to the Gulf countries' decision to withdraw their monitors and to Sunday's call by the Arab League for Syria to create a national unity government in two months.

The plan also provides for President Bashar Assad to give his vice president full powers to cooperate with the proposed government to enable it to carry out its duties during a transitional period.

Damascus has rejected the plan as a violation of national sovereignty.

Tuesday's decision by the six oil-rich Gulf nations ? Saudi Arabia, Kuwait, Qatar, Oman, Bahrain and the United Arab Emirates ? to pull out their monitors is a blow to an Arab League observer mission that has been mired by controversy, but which for many represented the only hope for an Arab solution to the crisis in Syria, away from outside intervention.

Now, the Gulf Cooperation Council, which had contributed 52 of the estimated 160 observers, has called on the U.N. Security Council to take all "necessary measures" to force Syria to implement the Arab League's peace plan.

The GCC has long advocated referring Syria to the Security Council, putting it in conflict with other Arab states. Security Council action could open the door for more economic sanctions and possible military intervention although veto-wielding member Russia is firmly opposed to punitive measures against its longtime ally.

"The decision was made after careful and thorough monitoring of events in Syria and the conviction by the GCC that the bloodshed and the killing of innocent people there is continuing," the GCC statement said.

Al-Moallem brushed off the threat of Security Council action.

"If they go to (U.N. headquarters in) New York or the moon, as long as we don't pay their tickets, this is their business," he said.

He acknowledged there is little hope for an Arab solution but tried to portray confidence, saying Syria had the strong support of powerful allies in Iran as well as Russia.

The permanent representatives of the Arab League's 22 members held an emergency meeting in Cairo Tuesday to review the situation following the GCC's decision.

Qatar's envoy, Saleh Abdullah al-Buainain, told reporters after the meeting that the GCC countries would continue to support and fund the mission despite withdrawing their observers

An official at the Cairo-based Arab League said an emergency meeting of permanent representatives of the group's 22 members will be held later Tuesday in the Egyptian capital to "review the situation" following the GCC's decision.

The official spoke on condition of anonymity because he was not authorized to speak to the media.

The Arab League's observer mission has been heavily criticized for its failure to stop the Assad regime's crackdown.

Saudi Arabia had announced Monday that it would pull out its observers, followed by the other GCC members.

"This is their business," al-Moallem said. "Maybe the Saudi brothers in the mission don't want to see the realities on the ground, which don't satisfy their plots," he added.

Activists said the deadliest incident on Tuesday occurred when security forces shelled a building in the Bab Tadmur area of restive central city of Homs, with a local activist Mohammed Saleh saying 17 people were killed in the attack. The umbrella group Local Coordination Committees claimed 30 people were killed.

Syrian troops also opened fire to disperse hundreds of mourners who had gathered for the funeral of a prominent opposition figure who had been killed by gunmen the day before in al-Barra village in the northern Jabal al-Zawiya region, activists said.

The overall death toll ranged from 15 to more than 43, based on reports from the British-based Syrian Observatory for Human Rights, the Local Coordination Committees and several other activists on the ground.

The pursuit of public funds for football stadiums carries with it certain obligations that wouldn?t apply if football teams would simply build their own buildings.? In Florida, the powers-that-be previously passed a law requiring venues that receive public funds to discharge an important public duty:? provide shelter to the homeless when the buildings are otherwise not in use.

To date, the three NFL stadiums located in Florida, along with numerous other facilities, have failed to comply.? Now, a pair of Republican legislators hope to force the stadiums to comply ? or to refund the public money previously received.

?These organizations have failed to follow the law for over 20 years,? Representative Frank Artiles (R-Miami) said in a statement, via the Tampa Bay Times.? ?This is the simply the State of Florida holding them accountable.?

Per the Palm Beach Post, Senator Mike Bennett claims that none of the 17 facilities that have received public assistance have complied with the law.? This includes Tampa?s Raymond James Stadium, Jacksonville?s EverBank Field, and Miami?s SunLife Stadium.

Under a measure introduced by Bennett, counties and/or franchises that have received state money would have to prove the existence of a homeless shelter for use on non-event evenings or refund the money.

According to the Times, SunLife Stadium has received $37 million, Everbank Field has received $35.1 million, and Raymond James Stadium has received $30 million.

It?s a great move.? Florida has subsidized pro sports franchises with a clear expectation that the pro sports franchises will help the homeless.? The pro sports franchises have pocketed the money while ignoring their obligations.

Here?s hoping that Stephen Ross, the Glazers, and Shad Khan will make this right without having to be forced to do so.

Who?s the greatest coach in NFL history? Any answer would have to consider the likes of Vince Lombardi, Paul Brown, George Halas, Don Shula, Bill Walsh and Chuck Noll. But Patriots owner Robert Kraft says his coach has them all beat.

Kraft said today that he believes Patriots coach Bill Belichick will be remembered as the best coach the league has ever seen.

?I think he?ll go down as the greatest coach in the history of the NFL, because he?s really competing in the era of the salary cap,? Kraft said, via Mike Reiss of ESPN.com. ?When I bought the team, it was the beginning of the salary cap, and I think a lot of great coaches had difficulty understanding how to balance the economics of the game and the budgets. His product knowledge is so great.?

Kraft raises an interesting point about the turnover of NFL rosters these days: Belichick is going for his fourth Super Bowl ring, which would tie him with Noll for the most ever, but Noll did it with the Steelers at a time when franchises could keep the nucleus of a great team together for a decade. The Patriots have only three players on this year?s roster ? Tom Brady, Kevin Faulk and Matt Light ? who were with the Patriots when they won the first Super Bowl under Belichick.

In fact, what Belichick has done in building the Patriots dynasty at a time when there really aren?t dynasties in the NFL is so different than what any of those great coaches of the past did that it?s hard to even compare them. But Kraft has a good point when he suggests that Belichick?s achievement surpasses them all, because it comes at a time when it?s harder to build a dynasty than it ever has been before.

?I think we?re privileged to have him as a head coach,? Kraft said. ?I think he has done an outstanding job.?

And if he earns another Super Bowl ring this year, he may have done the most outstanding job that any coach has ever done.

U.S. Home Supply Tumbles To Low Not Seen Since 2005, Pointing To Recovery

WASHINGTON, Jan 20 (Reuters) - Sales of previously owned U.S. homes rose to an 11-month high in December and the supply of properties on the market tumbled to a near 7-year low, pointing to a nascent recovery in the housing market.
The National Association of Realtors said on Friday existing home sales increased 5 percent month over month to an annual rate of 4.61 million units.
November's sales pace was revised down to a 4.39 million-unit pace, previously reported as a 4.42 million-unit rate.
Economists polled by Reuters had expected sales to rise to a 4.65 million-unit sales pace. Sales in December were up 3.6 percent from a year ago. A total of 4.26 million homes were sold in 2011, up 1.7 percent from the prior year.
"A sector of the economy that has been a large weight on growth has started to stabilize over the last few months and we will continue to look for momentum in 2012," said John Doyle, currency strategist at Tempus Consulting in Washington.
The third straight month of gains in sales added to hopes that a tentative recovery in the housing market was starting to take shape, but progress will be painfully slow given a glut of unsold properties that is weighing down on prices.
Data this week showed single-family home starts rose for a third straight month in December and optimism among builders this month was the highest in four-and-a-half years.
But the sector, responsible for the 2007-09 recession, remains challenged by an oversupply of homes amid an 8.5 percent unemployment rate. In addition, declining prices have left many Americans with homes that are worth less than their mortgages.
But there are tentative signs of improvement. There were 2.38 million unsold homes on the market last month, the fewest since March 2005. That represented a 6.2 months' supply at December's sales pace, the lowest since April 2006, and compared to 7.2 months' supply in November.
However, the inventory of unsold homes tends to decline in winter. A supply of 6 months is generally considered as ideal and anything above indicates further declines in house prices. The median sales price fell 2.5 percent to $164,500 from a year ago.
Sales last month rose across all four regions, with gains in both the multifamily home and single-family home segments.
Single family home sales rose 4.6 percent, while multi-family dwellings advanced 8.7 percent.
But the road to recovery will be bumpy. Distressed properties, foreclosures and short sales which typically occur at deep discounts, accounted for 32 percent of overall sales last month, little changed from November.

(AP) ? From the Magic Kingdom to the Apollo Theater, President Barack Obama on Thursday made the case for American tourism and his own re-election bid, mingling his political and economic agendas as he tried to stay ahead of the Republicans chasing after his job.

"I hope you know that the values you cherish, what you stand for, what you believe in, are the things I cherish and I believe in and I'm willing to fight for," Obama said at Daniel, an exclusive Manhattan restaurant, in the first of four glitzy fundraisers.

Presidential politics were not far from the surface during events on both ends of the East Coast, as Obama sought a piece of Florida's political spotlight ahead of a Jan. 31 Republican presidential primary with a high-profile appearance at Walt Disney World. Against the backdrop of Disney's Cinderella castle, Obama announced initiatives aimed at making it easier for citizens of China and Brazil to visit the United States.

"America is open for business," Obama said under Florida's picture-perfect blue skies. "We want to welcome you."

Later, the president told top donors in New York that he had made American foreign policy stronger during his first term, vowing that U.S. support for Israel's security is "nonnegotiable." He also defended his administration's approach to Iran, saying even Tehran has acknowledged that U.S. sanctions are having an impact.

The New York itinerary included a $35,800 per ticket fundraiser at the home of film director Spike Lee and an event starting at $100 per ticket at the famed Apollo Theater featuring performances by Al Green and India.Arie. Obama, who raised more than $220 million for his campaign and the Democratic National Committee through the end of 2011, told supporters that the 2012 campaign would be difficult.

"This is still going to be a tough race, regardless of who they nominate," he said, but told donors at another event that he was "very confident" of winning re-election.

Obama said the election would be "as stark a choice as we have seen," noting that he shared similar views with 2008 GOP nominee John McCain on banning torture, climate change and closing the prison at Guantanamo Bay, Cuba. "If you've been listening to the Republican debates, they have moved. I've stayed here. They've gone in a different direction."

Obama's trip to Florida marked an attempt by the White House and his campaign to steal attention from Republicans vying for the GOP presidential nomination. In recent weeks Obama held a live video conference with Iowa voters during the Republican caucus, Vice President Joe Biden held a similar event with voters in New Hampshire on the night of the state's first-in-the-nation primary and next week Obama will travel to Nevada, which follows Florida on the primary calendar.

Obama was greeted in the Orlando area by ads from GOP front-runner Mitt Romney blaming the president for the state's struggling economy. Romney, the former Massachusetts governor, could take a major step toward securing the Republican nomination with a win in Florida's Jan. 31 primary contest.

"I have a simple question for you: Where are the jobs?" Romney wrote in an open letter to the president on Thursday running as an ad in the Tampa Bay Times. In a conference call with reporters, Romney said Obama was "speaking from Fantasyland."

While Obama carried Florida in 2008, the state is a top target for Republicans in the November elections. Florida twice backed Republican George W. Bush, providing the decisive electoral votes in the cliffhanger 2000 election that was decided after a 36-day recount.

Tourism is a key component to the economy in Florida, which has been battered by 10 percent unemployment and rampant home foreclosures.

The White House said more than 1 million U.S. jobs could be created over the next decade, according to industry projections, if the U.S. increases its share of the international travel market.

The tourism initiative is part of an executive order Obama signed. Its goal is to boost nonimmigrant visa processing capacity in China and Brazil by 40 percent this year; expand a Visa Waiver Program that allows participating nationals to travel to the U.S. for stays of 90 days or less without a visa; appoint a new group of chief executives to the U.S. Travel and Tourism Advisory Board; and direct an interagency task force to develop recommendations for a National Travel and Tourism Strategy, including promoting national parks and other sites.

The efforts to boost tourism were praised by travel and tourism groups, but one lawmaker said the decision to relax tourist visas could undermine national security. Sen. Chuck Grassley, R-Iowa, said the administration was "pushing the envelope and using their authority beyond congressional intent," noting that only two of the 19 hijackers in the 9/11 terrorist attacks were interviewed by consular offices. He said Congress moved to require visa applicants to be interviewed as a result.

The White House says the travel and tourism industry represented 2.7 percent of gross domestic product and 7.5 million jobs in 2010. But the U.S. share of spending by international travelers fell from 17 percent to 11 percent between 2000 and 2010, due to increased competition and changes in global development, as well as security measures imposed after Sept. 11, 2001, according to the White House.

The approach was welcomed by Brazilian tourists Lilian Lara and Lindbergh Souza, who shopped along the resort's streets hours before the president's speech. Souza said the visa process was expensive, at $500, and time-consuming for Brazilians who don't live close to consuls in Rio de Janiero and Sao Paulo. "The whole process took me six months," Souza said.

More billion-dollar disasters added to 'extreme' 2011

Last year's status as "extreme" in terms of weather was elevated further on Thursday, when government scientists?announced that two more?disasters topped the $1 billion mark and noted that, had it not been for La Nina's cooling effect, 2011 would have been much warmer.

Tropical Storm Lee in September?and severe weather in the Rockies and Midwest in mid-July were added to a list that now has 14 disasters with economic losses?of $1 billion or more for a total of $55 billion, the National Oceanic and Atmospheric Administration announced.

The previous record was set in 2008 with 9 disasters over $1 billion.


The year tied with 1997 as the 11th warmest since records were started in 1880, and it would have been much warmer had it not been for?two La Nina cycles, one that ended in early 2011 and another that started up later in the year and is still impacting weather. La Nina cools Pacific Ocean waters and affects weather worldwide.

La Nina years have been trending upward as far as temperatures go and 2011 was "the warmest 'La Nina year' on record for the land, the ocean and the combined temperatures," NOAA stated.

"It's an impressive upward trend," Thomas Karl, director of NOAA's National Climatic Data Center, told reporters, adding that while it is premature to tie 2011's weather events to global warming, "it fits the pattern."

Record drought in the South and wetness records set in the Northeast last year also?fit the La Nina pattern, Karl said.

NASA's Goddard Institute for Space Studies, which tracks surface temperatures using slightly different tools, issued its own findings Thursday, saying that 2011 was the ninth warmest on record.

"We know the planet is absorbing more energy than it is emitting," GISS Director James Hansen, who has become an activist in clamoring for tougher curbs on warming gases, said in a statement.?"So we are continuing to see a trend toward higher temperatures. Even with the cooling effects of a strong La Nina influence and low solar activity for the past several years, 2011 was one of the 10 warmest years on record."

NOAA mapped areas that saw records for drought or precipitation in 2011.

The years 2005 and 2010 remain tied for the warmest?on record.

With solar activity rising and an El Nino, the counterpart to La Nina, expected to raise sea temperatures, global average temperatures should rise in the next two to three years, Hansen added.

"It's always dangerous to make predictions about El Nino, but it's safe to say we'll see one in the next three years," Hansen said. "It won't take a very strong El Nino to push temperatures above 2010."
