(AP) ? A fire destroyed about 1,000 bamboo shacks at a camp for Myanmar refugees Thursday across the border in western Thailand.

No casualties were reported from the fire that destroyed about a fifth of the dwellings at the Umpiem Mai camp in Tak province, Thai district official Pot Ruworanan said.

He said the fire spread quickly because the shacks are highly flammable but was extinguished after 1 1/2 hours. The cause of the blaze was not known.

The Thailand Burma Border Consortium, which coordinates aid for the refugrees, said on its website that an undetermined number of people suffered burns and three mosques and two nursery schools were destroyed.

The camp houses about 17,000 of the 130,000 Myanmar refugees living in camps along the Thai border.

Many are from ethnic minorities such as the Karen, who have fought for greater autonomy for decades and in turn faced sometimes brutal repression by Myanmar's army.

When Republican presidential candidate Mitt Romney notoriously announced that he is ?not concerned about the very poor? because ?we have a safety net there,? he overlooked forty years of conservative efforts to do more for the poor than just providing a meager federal safety net. If Republicans have any hope of electing a president in 2012, it is urgent that they return to the conservative poverty-fighting tradition, and make it a centerpiece of their political message.

That tradition originated in the late 20th century with the work of sociologists Robert Nisbet and Peter Berger, theologians Michael Novak and Richard John Neuhaus, writers Richard Cornuelle and Marvin Olasky, historian Gertrude Himmelfarb, and activist Robert Woodson. They argued that America?s poor were trapped between two failed ideological approaches to their problems.

On the one hand, liberalism offered only top-down, bureaucratic ?safety net? programs that ensnared as many low-income people as it saved. On the other hand, conservatism was content with exhortations to ?lift yourself up by the bootstraps,? reflecting its devotion to rugged individualism.

Neither ideology, in their view, paid sufficient attention to social institutions standing between the state and the individual, the ?intermediate associations? of family, neighborhood, religious congregation, and ethnic and voluntary association. Only these small, tightly knit communities could inculcate moral and political virtues like self-discipline, perseverance, and personal responsibility that the poor would need for productive work and public-spirited citizenship.

Ronald Reagan picked up on this new conservative approach with his call for ?an end to giantism, for a return to the human scale, the scale of the local fraternal lodge, the church organization, the block club, the farm bureau,? followed by the launch of a private sector initiatives task force early in his presidency.

George H. W. Bush continued the theme with his vision of a ?thousand points of light,? while his son George W. Bush?s doctrine of ?compassionate conservatism? sought to mobilize faith-based organizations against poverty.

These three Republicans became president. Those candidates who did not, by contrast, conspicuously failed to embrace and celebrate America?s vibrant tradition of voluntary associations. Only conservatives with a well-developed message about the voluntary sector?s central role in battling poverty have been able to deflect liberalism?s relentless characterization of them as crabbed, mean-spirited Scrooges, unworthy to govern a compassionate people.

Over the years, the conservative approach to poverty has become increasingly nuanced and sophisticated. Reagan?s task force quickly deteriorated into a foolish squabble over whether corporate giving could ?make up the difference? after cuts in federal spending. George W. Bush?s compassionate conservatism, by contrast, sought to expand the range of nonprofits eligible for government funding, including smaller, grassroots religious groups, if it could be done without compromising the flexibility and intense spiritual conviction that made them successful.

Openness to government funding, however, ultimately left ?compassionate conservatism? in bad odor among many Republicans, in an era when shrinking government has become the top priority. That helps explain why no current conservative presidential candidate has been eager to pick up the argument for community-based approaches to poverty, in spite of its proven electoral track record.

But some of the blame for compassionate conservatism?s eclipse must lie as well with funders of conservative political and charitable causes, as I argued in a recent piece in the Chronicle of Philanthropy.

The growing sophistication of the conservative approach to poverty owed much to foundations and individuals of wealth who were willing to fund the thought and action behind civil society?s fight against poverty.

My employer during the 90s, the Lynde and Harry Bradley Foundation, funded everything from prominent scholars wrestling with the big-picture challenges of civic renewal, right down to grants of several thousand dollars each for a wide array of small, struggling faith-based groups that best exemplified the potency of civil society.

Few conservative grantmakers still fund this sort of work. In a time when nonprofits operate ever closer to the political line, funders are more attracted to sharp-elbowed, anti-government activists deeply immersed in the policy scrum. Employing tactics more suitable to partisan campaigns than policy deliberation, they promise to deliver quick and tangible political results to impatient funders.

There?s nothing wrong with this, so long as serious attention is also given to what comes next for the poor, after top-down federal programs are reduced. But that?s missing right now from the conservative agenda.

A group of wealthy conservative business executives in Denver recently showed how to remedy this deficiency. While they are second to none in their devotion to cutting government, they also realize that this imposes a special obligation on them to support the private voluntary agencies working with the poor.

One of their favorites is Step 13, a small, scruffy drug and alcohol rehabilitation center run by recovering alcoholic Bob Cot?. Each of them has visited Step 13 often, becoming personally acquainted with his effective work and good stewardship, admiring his reliance on personal spiritual transformation rather than expensive, government-funded therapy.

When Cot? was faced with a sudden need to purchase his rented space, the businessmen quickly dropped off unsolicited but substantial checks. ?All the mean-spirited, right-wing conservatives raised more than the million and half we needed to buy the building and they decided to let us use the extra money to bring the building up to code. God bless them,? Cot? noted to me.

Wealthy conservatives across the country should follow this example. ?Proponents of reducing government spending for the poor must go beyond empty pronouncements, and become directly and immediately engaged with the best grassroots poverty-fighters in their own backyards.

They can convincingly argue that civil society will adequately address the problems of the poor only so long as they understand that they are themselves critical engines of civil society.

Curiously, conservative funders who take great care in their political contributions often do exactly the opposite with their charitable giving, absent-mindedly dashing off obligatory checks to the largest and most prominent nonprofits. They don?t seem to realize that some of those nonprofits spend a great deal of time lobbying government not to cut spending. They in effect cancel out their political giving with their charitable giving.

But it?s not hard to find the kinds of nonprofits that best capture the conservative civil society tradition. Bob Woodson?s Center for Neighborhood Enterprise (full disclosure: I?m on the board), Manhattan Institute?s Social Entrepreneurship Initiative, and Barbara Elliott?s Center for Renewal are all intermediary organizations that identify, train, and steer funders to grassroots civic enterprises.

In addition, every conservative state and federal legislator should become thoroughly familiar with at least a dozen grassroots leaders like Bob Cot? within his or her own district, thereby demonstrating that the argument for civil society is a grounded and informed conviction rather than just a smokescreen for shrinking government. Indeed, legislators should seek ways (within the law) to bring together promising grassroots groups with their own financial backers, serving as a civic switchboard for funders and recipients.

Finally, of course, it will be necessary for the Republican presidential nominee himself to return to the civil society tradition for an approach to poverty more constructive than mere reliance on the safety net.

One of today?s GOP contenders ? former Senator Rick Santorum ? has spoken passionately in the past about the need to construct a ?coherent conservative agenda for low-income Americans.? He did so in It Takes a Family (2005), drawing on his own Catholic faith?s doctrine of ?subsidiarity,? the ?principle that all social challenges should be addressed at the level of the smallest social unit possible.?

But ironically, no one can claim more direct, hands-on experience with faith-based poverty work than Mitt Romney. As the bishop for the Belmont, Massachusetts, ward of the Mormon Church from 1981 to 1985, he was energetically and personally engaged in helping his congregants deal with hardship.

One who benefited from his efforts recalled for the Los Angeles Times that ?Mitt was the one who really stood out. He was always caring about my family, my wife, my children. He taught me how to keep my family together.? Indeed, the Mormon Church runs a private welfare effort for its poorer members that is a spectacular example of the compassionate conservative approach, providing the help needed for all comers, while steering recipients toward self-sufficiency.

So far, Romney has been reluctant to talk about these experiences, perhaps out of concern that it will only draw attention to a church affiliation that some may find off-putting. But he will have to do better, if he wishes to overcome the damage done by his ?don?t care about the poor? remark. The conservative tradition of compassion expressed through voluntary associations ? a tradition that includes the full variety of religious affiliations ? provides the framework for that discussion.

Gary Carter, Hall of Fame catcher, dies of brain cancer at 57 - DVD ...

Even as the world watched the Grade 4 brain cancer wither his body, Gary Carter was still, and is always, Kid. It is a testament to Carter's passion for the game, and for life, that the nickname that at times was applied derisively by crusty veterans ended up on his Hall of Fame plaque.

With his boyish enthusiasm, wide smile and constant hustle, Carter forged a 19-year career that included a memorable five-season stretch with the New York Mets. He died Thursday in Florida at 57, less than a year after being diagnosed with the disease.

"I am deeply saddened to tell you all that my precious dad went to be with Jesus today at 4:10 p.m.," Carter's daughter Kimmy Bloemers wrote on the family website. "This is the most difficult thing I have ever had to write in my entire life but I wanted you all to know."

" 'The Kid' was an 11-time All-Star and a durable, consistent slugger for the Montreal Expos and the New York Mets, and he ranks among the most beloved players in the history of both of those franchises," Commissioner Bud Selg said in a statement. "Like all baseball fans, I will always remember his leadership for the '86 Mets and his pivotal role in one of the greatest World Series ever played."

Many stars come to New York and shrink on the big stage. Carter seized the platform from his very first game.

On Opening Day 1985, the newly-acquired catcher hit a walk-off home run in the 10th inning to defeat the St. Louis Cardinals. The Mets won 98 games that season, but finished three games behind the Cards.

"I remember when he came to New York with all the pressure on him," said former Mets teammate Ed Lynch, now a Toronto Blue Jays executive. "We were expected to win and he was expected to lead us, and both came through. ? He loved the media, loved the expectations, and lived up to all of them."

The next year, the Mets blew away the division, winning 108 games and taking the NL East by 21? games, as Carter won his fifth Silver Slugger award and finished third in NL Most Valuable Player voting.

He struggled at the plate in the '86 postseason, but still contributed several crucial, and historic, hits. His game-winning single in the bottom of the 12th of Game 5 of the NL Championship Series against Houston gave the Mets a 3-2 series lead, setting the stage for the now-legendary 16-inning win in Game 6. He homered twice in Game 4 of the World Series, helping the Mets win and pull even with the Boston Red Sox at two games apiece.

And he is the man who started the Mets' historic rally in Game 6 of the Series. With his team trailing 5-3 with two out and nobody on in the bottom of the 10th, Carter lined a single to center off Calvin Schiraldi. Three batters later, Mookie Wilson hit a ground ball that went through Boston first baseman Bill Buckner's legs, giving the Mets one of the most improbable victories in World Series history. They won the championship two nights later.

"You just expected that out of him. When he was playing for me, I always knew good things were coming. He was awfully clutch," says Davey Johnson, the Mets' manager during Carter's five-year stint in New York.

A fan favorite, Carter never shied from the limelight (prompting a less well-known nickname, "Camera"). He was viewed in some quarters of the clubhouse as too friendly with the media, considered self-promotion. His cheerleading demeanor and straight-arrow lifestyle ? he never smoked, rarely drank and was a devoted family man ? left him outside many of the cliques in the free-wheeling Mets clubhouse.

"His nickname 'The Kid' captured how Gary approached life," the Mets said in a statement. "He did everything with enthusiasm and with gusto on and off the field. His smile was infectious. ? He was a Hall of Famer in everything he did."

Bob Klapisch, a columnist for The Record in New Jersey who covered the Mets in the '80s, wrote that Carter was never part of the team's inner circle:

"Kid, Nails, Mex, Straw, Doc ? it didn't matter whether they signed autographs or not, because the Mets ruled the world ? including the bars and clubs ? on the other side of midnight," Klapisch wrote in a column after Carter was first diagnosed last spring.

"Carter didn't live that way. Like Mookie Wilson, he was happily married, faithful to his wife, Sandy, didn't drink, didn't touch drugs. That made Carter an outcast in the clubhouse. Carter knew he often was mocked by Hernandez and Darryl Strawberry, among others. But The Kid never returned fire, either on or off the record, instead concentrating on playing hard and interacting with the media."

Jeff Pearlman, author of a 2004 book on the '86 Mets titled The Bad Guys Won!, wrote in January this year that he felt the need to apologize to Carter for his portrayal of the catcher.

"It was a celebratory look at a team I loved as a boy, and while I praised the uproarious antics of men like Gooden, Strawberry and Dykstra, I juvenilely needled (OK, mocked) Carter. Why, the first sentence of Chapter 6 reads, 'Gary Carter is a geek' ? a reference to his Boy Scout ways and Theodore Cleaver goodness."

Over the years, writers and his former teammates changed their view.

"Gary figured it out way before we did how to treat people," former Mets infielder Wally Backman told Klapisch. "We used to make fun of him, the way he'd sign every damn autograph. We had to hold the bus for him sometimes, because he didn't know how to say no. He didn't want to say no. But you know what? He was right. He really loved the game."

And he proved an invaluable cog for the Mets' championship club. Ron Darling, the Mets' No. 2 starter behind Gooden in that era, said Carter was "the missing piece" for the club, an invaluable resource for he and Gooden. Before the days of Moneyball, says Darling, Carter was a walking computer program on the tendencies of opposing hitters.

"Gary had all that in his brain. He had the entire National League," said Darling at a fund-raising dinner in January. "For a young pitching staff, we never had to go over pages and pages of documents. All we had to do was listen to Gary. It made it pretty easy."

"The baseball world lost one of its gladiators today," Darling, an SNY network analyst, said in a statement Thursday. "Gary Carter was everything you wanted in a sports hero: a great talent, a great competitor, a great family man, and a great friend."

For all his highlights in Mets pinstripes, Carter's Hall of Fame plaque features him wearing a Montreal Expos cap. And no one complains.

He played 10-plus seasons with the Expos before being traded to the Mets, and closed his career with them in 1992 (after one-year tours with the Dodgers and Giants). Of his 324 career home runs, 220 came in an Expos uniform.

He was the face of the Canadian franchise for years, making seven of his 11 All-Star appearances with Montreal. In 1981, he led the Expos to the only playoff appearance in franchise history. (They lost to the Los Angeles Dodgers in the NLCS).
After a September call-up in 1974, Carter broke in with the Expos in '75, playing the majority of his rookie season in right field because the Expos had first-round draft pick Barry Foote behind the plate.

Carter's arrival was much heralded, and by some accounts, a less-than-flattering origin of his nickname. Pearlman writes that veteran Expos used to goad Foote about the gung-ho rookie, mockingly saying, "Look at the kid's hustle!"

Veteran New York baseball writer Marty Noble of MLB.com says it's his understanding the nickname came because Carter never played cards and, as such, was often unoccupied in the pre-game clubhouse. When the card-playing veterans wanted coffee, they'd say, "Let the kid get it." After the nickname was established, it became just "Kid."

Carter took over full-time behind the plate in 1977 and never moved again (although he played a little first base at the end of his career).

For his career, he is fourth all-time, and first in NL history, in both games caught and putouts as a catcher. He was elected to the Hall of Fame in 2003, his sixth year on the ballot.

The baseball world was stunned last May when Carter revealed he'd been diagnosed with Grade 4 glioblastoma, a rapidly-growing cancer.

Characteristically, he vowed to fight it aggressively, but his family announced in late January that his condition had worsened, as more tumors were found.

Carter was moved to hospice in West Palm Beach, Fla., area recently, and the family made the sad announcement within an hour of his death. "I believe with all my heart that dad had a STANDING OVATION as he walked through the gates of heaven to be with Jesus," his daughter wrote.

"He was not only a Hall of Fame ballplayer, but also a Hall of Fame man as well," former teammate Bob Ojeda said. "He is gone too soon for us to understand."

Funeral arrangements are pending.

What Happens If Greece Doesn't Get a Bailout? (Time.com)

After the Greek parliament on Sunday passed yet another package of austerity measures demanded by its euro-zone neighbors -- this one worth $4.4 billion -- the path seemed clear to finalizing a long-delayed, second bailout of the country totaling $170 billion. Well, it turns out the Greek vote wasn't enough to satisfy skeptical euro-zone leaders. Instead of pinning down the bailout details, European finance ministries have reopened the entire plan to bail out Greece. A debate is now raging among euro-zone countries over whether or not a second bailout makes any sense at all. The basic problem apparently is that there is a growing belief in some northern euro members -- such as Germany and Finland -- that Greece's politicians will never be capable of implementing reforms, whatever promises are made now, so a new bailout would end up being a waste of money. German Finance Minister Wolfgang Sch?uble publicly questioned the commitment of Greece's politicians to reform after an upcoming election.

When this latest twist in the debt crisis will resolve itself is unclear. Greek politicians are scrambling to find yet more budget cuts to appease their euro-zone partners. Jean-Claude Juncker, the prime minister of Luxembourg, said that a resolution will come in a meeting of finance ministers on Monday. But there is talk that a final decision on the bailout may not be taken until early March, maybe even later, or that the bailout might be split up into parts, with some facing postponements. The doubts and disagreements have exposed the widening divisions and distrust the ongoing debt crisis is cracking open in the monetary union. On Wednesday, Greek President Karolos Papoulias lashed out at Greece's critics in Germany and elsewhere. "We are all obliged to work hard to get through this crisis, but we cannot accept insults from Mr. Sch?uble," the president blasted. "Who is Mr. Sch?uble to insult Greece? Who are these Dutchmen, who are these Finns? We have always defended not only the freedom of our own country, but the freedom of Europe." (PHOTOS: Anti-Austerity Protests Roil Athens.)

Hey, wasn't the euro supposed to be an instrument for peace and democracy? I guess that's not the case when $170 billion is on the table. The possibility that Greece may not get its bailout changes the outlook for the euro zone dramatically. Without that rescue money, Greece would almost certainly default, probably in March. And what would the consequences be? There's a not-so-bad scenario, a bad scenario and an absolutely catastrophic scenario.

First, the not-so-bad outcome: Greeks would suffer terribly, but damage to the rest of the euro zone would be limited. Many of us have been questioning the wisdom of a second bailout of Greece for a while. Europe's leaders are really just playing catch-up on this idea. The thinking has been that Greece needs a full-on reboot of its economy, not more bailout loans. Another rescue wouldn't bring Greece's debt down to sustainable levels anyway, and its calculations are based on unrealistic assumptions about the Greek government's ability to deliver on reforms and privatization. The euro-zone arrangement for a second bailout plus moderate debt reduction would only saddle the country with debts it couldn't pay and trap its people in a depressed economy for a very long period of time. In other words, a bailout may not actually succeed in fixing Greece. Since the economy is in worse shape now than it was when it received its first bailout in 2010 -- with a sharply contracting GDP, a higher debt-to-GDP ratio, and massive social upheaval -- in some ways a second bailout appears to make less sense than ever. Better to just let Greece default, forcing a true restructuring of its debt.(MORE: Is Italy's PM Monti the Most Important Man in Europe?.)

The main impetus for a second bailout has been fears of the contagion effect a disorderly Greek default would have on the monetary union. But it appears that some in European government circles believe that those fears are overblown. The impact of a Greek default could be contained, the thinking goes. Financial markets are already acting on the assumption that Greece will default, so there is no surprise value. The current structure of the second bailout includes a default in all but name, just an organized one -- the restructuring of $265 million of Greek sovereign debt. Private bondholders will already take a 50% haircut on Greek bonds in that restructuring, so there's no way of avoiding losses at big European banks even if a second bailout goes ahead. Of course, a Greek default would be disastrous for Greece. It would destroy the Greek banking sector, cut Greece off from new funding and force a drastic reduction in the size of the Greek budget. But all that will have to happen anyway, even with a bailout. In other words, if the pain can be contained to Greece, why not just let Greece go and start over?

I see the logic behind this thinking. But we also have to question if it is possible for Greece to remain in the monetary union without a bailout. So that takes us to the bad scenario: a Greek default forces the country out of the euro zone.

Here's how that would play out: A Greek default cuts the country off from access to any new funds, but Athens requires financing from outside the country to keep the government running. That raises the specter of a government that can't pay salaries or run state services (though it is possible that policymakers could redirect money that would have gone to servicing its debt into paying its bills). The default also wipes out the entire Greek banking sector, which is holding large amounts of government bonds, but there is no money around to recapitalize them. Even worse, Greeks of all types, upon hearing news of a failed bailout, would empty their bank accounts and send their money out of the country. They would quickly realize that the looming default could mean an exit from the euro zone, and when the drachma returned, it would do so at a depressed value, wiping out a hefty chunk of their euro savings. So Greece experiences a total meltdown of its financial sector. The only solution for Greece is printing money to fill in all of the holes, but since the country is a member of the euro zone, it can't print euros. That forces Greece to withdraw from the euro zone and return to its original currency, the drachma. The hope in Europe would then be that the chaos would stop there -- that the combination of the euro-zone bailout fund and commitments to the rest of its members would prevent any other countries from leaving the zone. So you'd have major turmoil in financial markets, but the euro zone would hold together, minus Greece.

That's not impossible. But at the same time, there is a chance that Europe's leaders could miscalculate the impact a Greek default would have on sentiment in financial markets, and the possible degree of contagion that would result. European politicians have consistently misjudged the market reaction to their decisions in fighting the crisis. That takes us to the really catastrophic scenario -- an unraveling of the entire euro zone. It goes something like this: Let's try to imagine what would happen in other, troubled, euro-zone countries if Greece defaulted. For example, Portugal. Investors have come to worry that Portugal, like Greece, will require a second bailout. The Portuguese, watching events unfold in Greece, could very well lose faith in their own economy, as well. So the Portuguese head down to their local bank branches and empty their bank accounts of euros just like the Greeks, and ship them out of the country. Compounding matters, foreign investors, fearing a Portuguese default similar to the Greek one, dump their holdings of Portuguese debt on a massive scale, sending borrowing costs soaring. That means the euro zone would have to rush aid to Portugal to save it, too, from being forced out of the monetary union. And then what happens to Spain, or Italy? How likely is this worst-case scenario? I'm not going to give odds here. The fact is the fallout from a Greek default is impossible to predict. That's why in the end, if I had to make a bet, I'd say the Greeks will get their bailout. The nightmare possibilities are simply too great for the rest of Europe to dismiss. But to warn you, I'm not a betting man.

Mortgage Fraud Blog - Real Estate Investor Sentenced to 3 Years for ...

Richard Pettibone, 44, formerly of Alexandria, Virginia, pleaded guilty to operating a $1.5 million real estate investment Ponzi scheme and was?sentenced to 36 months in prison, followed by three years of supervised release.

According to court documents, between 2002 and 2006, Pettibone operated Benten Investors, which Pettibone advertised as an investment company in the real estate and private lending market. Pettibone received at least $2 million from investors based on lies and misrepresentations regarding the use of investors' funds, the investment risk, and the amount of return on the investment, including that investors would earn guaranteed profits. Pettibone also caused to be sent IRS documents and fake monthly account statements designed to lull investors into a false sense of security regarding the use of investors' funds and the company's profitability.

In reality, Benten Investors was not profitable and Pettibone used investors' funds for personal purposes including, but not limited to, the maintenance of a yacht, the payment of credit card bills, and the purchase of real estate. Pettibone concealed his personal use of investors' money in part by buying assets in the names of his associates. As a result of Pettibone's fraudulent conduct, investors lost approximately $1.5 million.

According to court documents, as the scheme collapsed, Pettibone wired $530,000 from Benten Investors accounts and fled to Costa Rica, where he was eventually apprehended and later extradited to the United States. At sentencing, the United States and the defendant jointly recommended a sentence of 36 months in prison in addition to approximately 11 months Pettibone spent incarcerated in Costa Rica during extradition.

Neil H. MacBride, United States Attorney for the Eastern District of Virginia, and James W. McJunkin, Assistant Director in Charge of the FBI's Washington Field Office, made the announcement after the plea was accepted by United States District Judge James Cacheris.

This investigation was conducted by the FBI's Washington Field Office with assistance during extradition from the U.S. Department of Justice Office of International Affairs, Organismo de Investigacion Judicial, and the Regional Security Office at the U.S. Embassy in Panama. Assistant United States Attorney Uzo Asonye prosecuted the case on behalf of the United States.

South Sudan accuses Sudan of breaking peace pact (AP)

JUBA, South Sudan ? South Sudan on Tuesday accused its northern neighbor Sudan of bombing a border town, violating a non-aggression agreement between the two nations just hours after it was signed.

South Sudanese military officials said Sudan launched an attack early Saturday on the disputed town of Jau. Military spokesman Col. Philip Aguer said the area was shelled by Sudanese Armed Forces in the early morning then bombed by the Sudanese Air Force during the day.

Four South Sudanese soldiers were wounded in the attack, said Aguer.

A military spokesman in Sudan could not be reached for comment late Tuesday.

Jau lies on the border of South Sudan's Unity State and Sudan's South Kordofan state and has been claimed by both countries. Sudan is currently battling the SPLM-North, a rebel group that was linked to South Sudan's Southern People's Liberation Movement before the country gained independence in July. Khartoum has repeatedly accused South Sudan of continuing to support the SPLM-N, claims that Juba denies.

News of the attack comes on the heels of a memorandum of understanding on non-aggression signed by both governments in Ethiopia Friday evening.

South Sudan's Deputy Defense Minister Majak Agot Atem told reporters Tuesday that the agreement was based on a number of principles including "respect of each other's sovereignty and territorial integrity" and the "rejection of the use of force in conducting their relations."

The agreement was signed during talks in the Ethiopian capital to resolve outstanding provisions of the 2005 Comprehensive Peace Agreement, which ended more than two decades of civil war between the two sides.

At the center of the talks is the division of the two nations' once-unified oil industry. As part of the peace agreement, South Sudan declared independence from Khartoum, inheriting nearly three quarters of Sudan's oil production in the process. All of South Sudan's oil must still exported through pipelines through Sudan, but the two countries cannot agree on the transport fees Juba should pay.

In lieu of an agreement, Sudan recently declared it would take a percentage of South Sudan's oil as in-kind payments. South Sudan in turn accused Khartoum of stealing nearly all of its oil and decided to shut down all production in its oil fields, depriving Khartoum of a critical source of income.

The two countries are also far apart on other issues such as the demarcation of the north-south border and the status of the disputed Abyei region.

"Since the confiscation of South Sudan's oil, relations (between the two countries) are still teetering on the brink," said Atem.

While a cause of constant tension, many observers saw the oil industry as a kind of glue holding the two countries together. With the flow of oil now shuttered, many worry about a return to open warfare.

Aguer said Tuesday that Sudanese Armed Forces are massing along the border with South Sudan. Aguer said Sudan had positioned four battalions around Jau and three others along the border of Sudan's South Darfur state.

"Khartoum has never recognized the border between South Sudan and Sudan and they are now expanding their territory," he said.

"All these are indicative of escalation," said Atem. But Atem said the two countries could still back down from the brink by adhering to the non-agression agreement signed in Ethiopia. "This (agreement) if the two parties commit themselves to implementing each and every clause of it, will definitely have a considerable bearing on improving the mutual relations between the two countries."

Meanwhile, a half-million South Sudanese people living in Sudan will have the choice to go home after a new deal was struck between the two countries, but a fast-approaching deadline leaves little time to make the difficult journey, an international migrant agency said.

The agreement sets an April 8 deadline for South Sudanese to choose to return home or to risk staying on in Sudan, where they will be required to "regularize" their status ? an unclear requirement that does not necessarily mean they will gain citizenship with equal standing, the International Organization for Migration said.

Already, some 120,000 South Sudanese have registered with the U.N. refugee agency seeking to depart Sudan.

Jumbe Omari Jumbe, a spokesman for the Geneva-based organization of 146 nations, said the April deadline leaves too little time for half a million people to travel in such a vast country without adequate roads or other transportation.

IOM had hoped that the nations might pick a more distant deadline in their agreement Sunday, he said.

There are already more than 11,000 South Sudanese stranded at Kosti, a city along the White Nile River south of Sudan's capital Khartoum, where they are waiting to be transported to the South.

"It is logistically impossible to move half a million people in less than two months, in a vast country like Sudan with many infrastructural challenges. We desperately need enough time to guarantee safe and dignified return of these people" said Mohammed Abdiker, IOM's director of operations and emergencies.

IOM said the agreement between the two nations specifies how security should be handled for people returning along the road and at borders, and even limits how much baggage they can carry.

The organization said it already has helped 23,000 South Sudanese return home from Khartoum and other Sudanese cities, using dozens of river barges along with trains, trucks and chartered aircraft.

But Khartoum, citing security concerns, has refused to allow humanitarian aid agencies into the region. A deepening food crisis also has been spurred by erratic rains in Sudan and instability due to the violence.

One thing to think about:

When the API specification for new car oils moved from SG to SH (and beyond), the amount of zinc diphosphate in the additive package dropped dramatically. Zinc acts in oils as an extreme pressure lubricant, helping to prevent galling/metal to metal contact on parts that do not receive direct pressure oiling (flat tappets in car engines, transmission gears in motorcycles, for instance). The zinc had to go because of federal mandates concerning the warranty on emissions controls, particularly rhodium/palladium catalysts, which are poisoned by zinc.

Use of car oils carrying the SH or later API spec can not only cause the aforementioned clutch issues, but in engines that are heavily loaded, can cause galling and pitting of transmission gears and shift forks.

Diesel oils still have sufficient amounts of zinc to provide adequate protection for the transmission, but may not have the correct chemistry to resist shearing at higher RPM.

Full synthetics are definitely the most effective lubricants, but may have some disadvantages in term of leakage and oil consumption, particularly in engines that are older or have very high mileage.

SEC drops Lonza-Arch insider trading case, for now (Reuters)

(Reuters) ? A U.S. market regulator is for now dropping insider trading cases against three Swiss asset managers, despite accusations that two of the defendants improperly thwarted its investigation, including by throwing out a BlackBerry.

In papers filed in U.S. District Court in Manhattan, the U.S. Securities and Exchange Commission said Compania Internacional Financiera SA and Coudree Capital Gestion SA had "repeatedly failed" to cooperate in providing evidence.

The agency wants to end the cases but is seeking permission to pursue them if new information comes to light, according to the court papers filed late Friday.

Separately, the SEC said it will dismiss its claims against the third defendant, Chartwell Asset Management Services. All of the dismissals require court approval.

The SEC had accused the defendants of improperly reaping millions of dollars in buying 1.04 million shares of Arch Chemicals Inc before the Norwalk, Connecticut-based company agreed to a $1.2 billion buyout on July 11, 2011.

Arch shares rose 21.4 percent in the week before Switzerland's Lonza Group AG (LONN.VX) agreed to buy Arch for $47.20 per share, a 12 percent premium. The defendants then began selling their Arch shares, the SEC had alleged. Lonza completed the purchase in October.

According to the SEC, Yomi Rodrig, a Turkish national who controls Compania and Coudree, discarded his BlackBerry last August 11 even as his firms were responding to SEC document requests.

"Rodrig's BlackBerry may have contained text messages regarding his trading in Arch as well as his 'contact list' -- all of which constitutes relevant and discoverable evidence now likely impossible to recover," SEC lawyer Rua Kelly wrote.

Compania and Coudree have said previously their trades were legitimate.

The SEC said in the court papers that the two companies' failure to cooperate, and the difficulty of gathering evidence, give it "good cause" to dismiss its case against them for now.

"Many of the relevant documents and witnesses are located in foreign jurisdictions," SEC spokesman John Nester said. "The dismissal without prejudice will allow us to continue our investigation without the limitation of a court deadline."

Ira Lee Sorkin, a lawyer representing Compania and Coudree, declined to comment on the SEC request. He said he plans to file papers in the case on Tuesday.

Compania and Rodrig in 2005 agreed to pay $6.32 million to settle an SEC lawsuit accusing them of violating rules to bar short sales of stock just before that stock begins trading. Neither admitted wrongdoing.

In seeking to end its case against Chartwell, the SEC also agreed to lift an asset freeze imposed last July, Chartwell said. Compania's and Coudree's assets had also been frozen.

"Chartwell did nothing wrong," managing director Vincent de Canniere said in a statement.

The case is SEC v. Compania Internacional Financiera SA et al, U.S. District Court, Southern District of New York, No. 11-04904.
